They want to save what they can of the bill in order to allow some of it to have the effect of law. Remember the bill is not in effect until the vote. They would rather part of a loaf than none.

Yes, they see the polls and know the bill is destined to be repealed. I think it's time Democrats do what Republicans do - say they are open to the idea, then do nothing about it.
