Before the Civil Rights Act took effect, before Medicare and Medicaid, before the National Endowment for the Arts, before the Public Broadcasting Act, before the Highway Safety Act, back when cigarettes were advertised with "9 out of 10 doctors recommend " and everyone had not only the right but the duty to die on time.
