Hidden in the 1,300 or so pages of his 2011-13 budget is the dismantling of Wisconsin's little-known State Life Fund, a small state-operated life insurance plan that was enacted 100 years ago this year by progressive Republican legislators in the wake of insurance scandals that rocked the state back then.
The fund costs Wisconsin government nothing, but operates off investing the premiums paid by the 30,000-plus state residents who hold policies with face values ranging from a minimum of $1,000 to a maximum of $10,000. The fund, which isn't well-known because it is forbidden from doing any advertising, nevertheless earns dividends that substantially reduce the insureds' premium costs plus build cash values that policyholders can cash in if events in their lives make it prudent to do so.
In 2010, the State Life Fund sold 146 new policies with $69,000 in new premiums. The plan is totally self-supporting and continually runs a surplus. It requires no extra workers in the Office of the Insurance Commissioner. It's a good deal for young families who want to have at least a little life insurance protection. Some cash in their policies and use the cash value to help pay for their children's college. Older folks are known to purchase a policy to cover funeral expenses.
Yet Walker wants to freeze it in place come July 1 and close it to further purchases.

The longer he refuses to compromise, the more things like this are going to come out! The whole plan was for him to be the first one to "bust" the unions, and then he would have become the "darling" of the right wing. Well that hasn't worked, and the longer he stands his ground the more he comes off looking like a jerk, and the republican party comes of looking like what they really are, the party of the "rich" and powerful!

If this lasts much longer he will be thrown under the bus by the republican party, and the big money that runs the party! It also will help those in Wisconsin come up with more than enough signatures to recall him next year!

It's all about "privatizing" everything, from a local level on up to a national level, and once those who have been brainwashed by the right see this, it will be the end for the republican party as we know it. It's already being divided by the tea party, but things like this what Walker is doing will hurt them even more!

Governor Scott Walker's conduct on the prank call with the David Koch imposter has largely receded from the national media spotlight, but if Wisconsin Democrats have their way, it will be the subject of an investigation by Wisconsin's enforcer of campaign finance and ethics statutes.

The Wisconsin Democratic Party is set to file a complaint today to the state Government Accountability Board that alleges Walker repeatedly violated Wisconsin statutes by appearing to request support from Koch in shoring up vulnerable Republicans and by indicating that he would use the threat of layoffs as a political tool.
