The player almost always asks to play. Sometimes they beg to play. The coaches and the players aren't doctors. Shanahan should have deferred to the doctors first and then used his own good judgement once he saw that Griffin was not able to perform.
I will try to find a link but I heard yesterday that Shanahan has a dubious history about his own playing with an injury.
Edit to add:
Shanahan was injured in 1972 during practice at Eastern Illinois. His kidney was ruptured, he almost died and his QB career was over.
This year he was knocked down and was woozy from a collision during practice. Here is what was reported by the Washington Post at that time and (in bold face) what RG III said about it.

Said Griffin: “he showed some toughness. That’s a benchmark for our team.”
That is the benchmark said the QB. Is there any reason to expect him to say anything other than "put me in coach, I'm ready to play"?
