Rep. Chris Van Hollen (D-MD) just explained it all on Morning Joe (thank you, Chris). Long story short, the CBO report that conservatives (such as Scarborough) are citing was based on then-current law, and assumed that all middle-class taxes were going up. Since that didn't happen, the '$4T' scenario is moot. Van Hollen reiterated that the fiscal cliff deal reduces the deficit by about $600B.
