I do not need to know which sentence is true. All that I need to know is that one or the other is true.
They are not mutually exclusive statements. When Willard knows the truth he says what is expedient even if it is a lie. I also think he often doesn't know what is true and therefore just says whatever he has been told without regard for truth.
I think a good example of the latter was his mistake on Syria being Iran's route to the sea. I truly don't think he knows the geography of the Middle East and had just memorized a few talking points. The fact that it was bad info didn't matter to him.
I also think he believes that the end justifies the means and that God is on his side. So that anything goes including lying and cheating.
