Just as an aside to the strong message in the ad.

I find it telling, although probably unintentional, that only the Spanish speaking part of the ad carries a subtitle translation.

The ad's creators apparently didn't feel they needed to translate the ad for their Hispanic audience as they are presumably already bilingual while the non Hispanics are, presumably, monolingual.

Interesting and probably mostly accurate.

I think you'd be right. The wingies have long been proud of being monoglots. They don't need none a that long haired learnin stuff.
