In this context, I believe it refers to one of its original expressions as the "faithful groomsman," which is a derivative of the "faithful slave."

Basically, you have to consider the source.
Sowell is a black conservative and a Republican. There are not very many of those.
And, PBO is unique, with a unique life experince. Sowell has not encountered very many people the likes of PBO. Sowell is speaking from ignorance and self protection.

As a white male, I hope what I say here isn't taken the wrong way.
But any African-American or Latino who think Republicans give a fuck about them are completely and absoulutely clueless. They're used as tokens by Republicans and it saddens me to see after the struggles African-Americans have to endure to this day.
Herman Cain is in the lead now, but no way, no how will the Republican big-wigs allow him to be their nominee. Count on it.
